Got The Powerplant back up

Well the plant was shut down yesterday for a while so that the commutator could be turned which is no easy task, but it had been making noise for some time now and with it not being turned properly the bushes didn' seat properly and the electricity would flucuate and have to be adjusted regularly. This hydro electric plant is one of the oldest in the naton still in operation. and in fact we are having to go through the liscensing just like all other powerplants in the US, but it isn't the easiest things to accomplish, there are alot of different agencies that want to have a say so but none of them know what the other one id doing it seems, and they can't seem to agree on anything. We have to reroute the tailrace which is where the water goes after it goes through the pelton wheel, it has been going the same way for over 80 years, now they want it reouted which is going to effect the wildlife that depend on the pond that is already there and then it has some cut throat trout that we have put into it from the creek.. There are many different agencies that all have different ideas about what should be done but they are all different, I have been looking at grants to reestablish the wetlands area along with reintroducing other big game like elk, mountain goats, big horned sheep, white tailed deer, black tailed deer, all of these should be here but aren't. Just alot of mule deer which is nice but they need to be managed better, there are too many doe for the number of bucks. For over a year I've been hopng to hear or see Elk but so far nothing, which to me is sad since this is the prime habitat for them to live, yet the people and agencies that are supposed to be in the know don't seem to know much other thatn that they don't want big game north of HWY 2 which doesn't make much sence, but I've been told that the orchardist don't wnt them there, now that is where I have a problem there are no orchards for 50 miles in any direction from here, this is the most remote part of the state and the area where these anmals should flourish they don't even exists, what's wrong with this picture. I've tried to get answers to these questions and the people in charge don't have answers either but are afraid to find answers, got to protect that job but forget the animals, boy have they got things messed up. now if we could get the powerplant to just coopperate which it seems to do most of the time. Even to be as old as it is it works very effectively requires little maintanence, and just keeps plugging along as long as the water levels stay good. Everything here is inner-connected, it can't be seperated out because everything is tied together, but the government just can't get that instead they try to make each thing independent and that just doesn't work like that. When I moved here from Texas I thought that I would for sure see these different animals in thir native habitat, but I heard and saw more elk there than I have since I've been here and that is sad but I hope to see that changed, I'm going to do my part but since I have to deal with the government and the multiple agencies that seem to duplicate much of what they do yet when it counts they don't seem to do much other than try to protect their jobs but not the anmals they are in charge of taking care of, almost sounds like the governments handling of the disaster in the south, too many chiefs and not enough actually dong anything worthwhile, could this really be the way it is for everything they have been put in charge of? Well the plant is back up and runing smoothly and so much quieter in the one place that noise doesn't matter much no one close enough to be bothered but maybe they should be when it comes to the wildlife that just doesn't exist anymore.
